Vendors deal with the Port of Portland. The PDX Rules say anyone doing paid work on the airport needs an express written agreement with the Port, and the PDX General Aviation Minimum Standards (v2) name the permit as the "Commercial Aeronautical Activity Permit". Cleaning, washing, painting and upholstery fall under the "Other Commercial Aeronautical Activities" SASO category, there is a Temporary SASO category, and SASOs are encouraged to sublease from an FBO; insurance limits are in Exhibit A of the standards, which could not be read.
