Vendor requirements at Scottsdale Airport

Every business operating at Scottsdale, including mobile washers and mobile mechanics, needs its own Aeronautical Business Permit from the City Aviation Department. Mobile washers also need an approved Aircraft Washing Plan and SDS sheets for biodegradable chemicals before the first job. Mobile washing and mobile maintenance carry $1M per occurrence / $2M aggregate general liability and $1M auto, and pay the greater of $25 a month or 2.5% of gross sales.
Permit to operate
Aeronautical Business Permit, issued by City of Scottsdale Aviation Department (approved by the Aviation Director or designee).
Fee: Monthly permit fee: greater of $25 or 2.5% of gross sales for mobile washing; mobile maintenance adds 1.5% of gross parts and accessories sales.
Attach certificates of insurance, business or privilege tax license, FAA certificates, and any lease, license or sublease agreement. Mobile washers must hold a pre-application meeting with the Aviation Department (480-312-2321) and submit articles of incorporation or organization, a scope of service, and a wash plan on the airport Aircraft Wash Plan template. Mobile maintenance must employ at least one properly rated FAA-certificated person (or hold a Part 145 certificate) and is limited to piston aircraft under 12,500 lb.

Endorsements and policy terms

Vehicles and ramp driving
- Airside vehicles must show the operator name in letters at least 3 inches tall on a contrasting background.
- Operators must carry the fire extinguishers and equipment required by the City Fire Department.
Training
- No vendor-specific training requirement is published. Operators must have enough trained, on-duty staff and are responsible for their personnel.
Washing and environmental rules
- No mobile aircraft washing without an approved Aircraft Washing Plan.
- Wash only on designated wash racks or in areas the plan allows.
- Any wash or waste water discharge on airport property needs Aviation Director approval, and the approval letter goes in the plan.
- Disposal goes through an oil/water interceptor to the sanitary sewer.
- All chemicals must be biodegradable, with SDS on file.
Fees
- Mobile washing: greater of $25 a month or 2.5% of gross sales.
- Mobile maintenance: greater of $25 a month or 2.5% of gross service sales, plus 1.5% of gross parts and accessories sales.
- Off-airport catering delivered to aircraft: $300 a year paid in advance, plus at least 7% of gross income from sales at the airport.
- Activities not listed in the standards: terms set by the Aviation Director, minimum of the greater of $25 a month or 2.5% of gross.
Working under an FBO or tenant
Mobile washing and mobile maintenance are their own permit categories, so a vendor working for an FBO customer appears to need its own permit. The application asks for a sublease agreement where one applies.
What we could not confirm
- The Best's rating is written as "B ++ 6"; whether this means B++ with financial size VI is not confirmed.
- The washing checklist gives conflicting payment dates (due the 20th of the following month, late after the 1st). Confirm with the Aviation Department.
- Insurance requirements for off-airport caterers were not captured.
- Badging, gate card or airport ID requirements were not found.
- The standards were last revised 2022-05-18; no later revision was found.
