Vendor requirements at Nashville International Airport

MNAA rules say no one may do paid work on airport property without a lease, contract, permit or other agreement with the Authority, and everyone on the AOA needs a badge or a badged escort. Car services that access BNA more than twice a month need a Ground Transportation Permit ($50 application) with $1M general liability and $500K auto, Authority as additional insured. BNA's own minimum standards for aeronautical service operators were not found online, so confirm vendor terms with MNAA or the FBO.

Permit to operate

Lease, contract, permit or other instrument with the Airport Authority (Rules and Regulations Section 1-1(A)); Ground Transportation Permit for car services, issued by Metropolitan Nashville Airport Authority.

Fee: Ground Transportation Permit: $50 application, $20 vehicle registration, $5 decal and $25 AVI tag per vehicle, plus trip fees by class. No fee published for aeronautical vendors.

Rules and Regulations Policy 24-004 applies to both BNA and John C. Tune. Ground transportation operators accessing the airport more than two times a month need a permit; occasional operators get a temporary permit at $25 per trip from the airport. FBO shuttles and FBO courtesy vehicles are named as covered services in the ground transportation policy.

Badging and security

  • Everyone with AOA access must have an identification badge or be under escort of a properly badged Airport employee (Rules and Regulations Section 4-6(B)(1)).

Vehicles and ramp driving

  • AOA vehicles must show approved visual identification and Airport-issued vehicle identification media on both sides (Section 4-6(B)(2)).
  • Drive in the marked roadways on ramp areas (Section 3-2(A)(8)).
  • Vehicles entering the movement area need two-way radio contact with ATC or an escort vehicle so equipped (Section 3-2(A)(2)).
  • Two-wheel vehicles are not allowed inside the AOA fence without Authority approval (Section 3-1(D)).
  • No vehicle cleaning or repair outside designated shop areas (Section 3-2(C)).
  • Fueling vendors (anyone other than Part 121 or Part 135 carriers fueling their own aircraft) must follow Part 139 and Authority rules, hold required permits, and pass fire safety inspection of fuel storage and mobile fuelers (Section 4-2(A)). No cell phone use during fueling (Section 4-2(E)).
  • Ground transportation vehicles need an Authority transponder or approved trade dress, a fire extinguisher, and working heat and air conditioning.

Training

  • Drivers must meet the qualifications of the specific airport for AOA or ramp access (Section 3-1(B)). The training content is not described in the rules.

Washing and environmental rules

  • The airport stormwater permit does not allow uncontrolled washing of equipment, vehicles or aircraft. All washing must be done in an area approved by the Airport Authority (Section 1-13(E)).
  • No fuel, oil or contaminants into any sewer or drainage system (Section 4-3(B)).

Fees

  • Ground transportation trip fees from the airport: off-airport limo $1.50 (small) or $1.75 (mid-size); hotel and corporate courtesy from $75 a month per small vehicle plus $0.25 a trip; occasional operators $25 a trip; TNC $5 each way.
  • Airport-based limo and shuttle: space rent plus the greater of a minimum annual guarantee or 8% of monthly gross revenue.
  • Late payments: $30 per event and 18% a year finance charge.

Working under an FBO or tenant

The rules allow work only under an agreement with the Authority, and Fixed Base Operators are defined as authorized by contract "in compliance with specified minimum standards." Whether a vendor can work under an FBO agreement instead of its own was not found for BNA.

What we could not confirm

  • BNA's "Aeronautical Service Operator Minimum Standards" are referenced in an MNAA notice at an old flynashville.com address that no longer resolves. No current BNA standards were found.
  • MNAA publishes separate standards for John C. Tune (Policy 28-003, amended 2026-03-25). They state they apply only to JWN and were not used here.
  • Insurance limits for on-field aeronautical vendors (mobile maintenance, cleaning, fuel, catering) are not published.
  • Badge fees, fingerprinting, STA and badging office details were not found.
  • The Rules and Regulations PDF is dated October 2021 (effective 2021-06-21). MNAA noticed a revision in December 2024 with a proposed effective date of 2025-01-23, but no adopted edition was found online. Section numbers here follow the 2021 edition.
  • The proposed 2024 revision says companies seeking unescorted AOA vehicle access must meet State and Authority insurance requirements (no amounts given), and drivers need Airport-issued ID media, a state driver license, and for escorts the Non-Movement Area Driving Course.
  • The ground transportation policy is written around terminal trips; how it applies to pickups at the FBOs was not spelled out beyond naming FBO shuttles and courtesy vehicles.
