Vendor requirements at Laurence G. Hanscom Field

Hanscom has no published vendor minimum standards. State regulation 740 CMR 21 says no one may carry on business activity on the airport without authorization from the Massport Executive Director, so a vendor should contact Massport Hanscom operations and the FBO it is working for before the first job. Insurance limits, fees and badge rules were not published.
Permit to operate
Authorization from the Massport Executive Director (740 CMR 21.04(1)), issued by Massachusetts Port Authority.
740 CMR 21 defines an aviation service operator as any person authorized by the Executive Director to perform services to or for aircraft, and a Hanscom FBO as a company authorized by Massport to sell and deliver fuel and provide into-aircraft services. No application form or permit name for outside vendors was found.
Insurance minimums
The airport does not publish fixed insurance limits for vendors. Limits are set in each permit or agreement, so ask the airport or your hosting FBO for the exact numbers.
Badging and security
- SIDA access requires a Massport-issued or approved identification medium (740 CMR 21.01). Hanscom badge office details, fees and sponsor rules could not be retrieved.
Vehicles and ramp driving
- No vehicle may operate in an area of the airport closed to the public without authorization (740 CMR 21.51(4)).
- Drivers need a regular motor vehicle operator's license and vehicles must be in sound mechanical order (740 CMR 21.51).
- Fuel servicing vehicles park only in locations Massport approves (740 CMR 21.64(14)).
Washing and environmental rules
- Except on leased premises, aircraft cleaning and maintenance must be done in areas Massport designates for that purpose (740 CMR 21.23(22)).
Working under an FBO or tenant
Under 740 CMR 21.23(24), aircraft operators may obtain paid services only from Massport-approved concessionaires unless Massport approves otherwise in writing. In practice a vendor at Hanscom likely works through an FBO or tenant, but the regulation still ties authorization to Massport.
What we could not confirm
- No Hanscom minimum standards, vendor permit, insurance schedule or fee schedule was found. The Massport website blocked automated access, so pages there may exist.
- 740 CMR 25 (Hanscom special provisions) covers noise, nighttime fees and APU and GPU limits only; it has no vendor rules.
- Whether 740 CMR 21.23(24) applies at Hanscom as well as Logan was not confirmed from the text read.
- Badge office location, fees and sponsorship rules were not found.
- FBO-level vendor rules (Signature and Jet Aviation at BED) were not reviewed.
