Vendor requirements at Allegheny County Airport

The Allegheny County Airport Authority runs AGC, and its rules limit business use of the airport to what the rules or a written ACAA agreement allow. Every vendor, contractor and subcontractor must file a certificate of insurance naming ACAA as additional insured. Badges come from the AGC Badging Office (by appointment, 412-469-6431) with a tenant sponsor's signature and a $30 application fee.

Business use of the airport is limited to what the Rules and Regulations or a written ACAA agreement expressly allow, and licenses are granted at ACAA's sole discretion. ACAA publishes "Minimum Standards for Commercial Aeronautical and Self-Fueling Activities" for AGC, but the PDF has no readable text, so whether a vendor working for an FBO customer needs its own agreement is not confirmed.

Endorsements and policy terms

  • All certificates and the policies behind them must list ACAA as additional insured, without exception

Badging and security

  • Apply at the AGC Badging Office, by appointment only (412-469-6431). The Airport ID Badge application was revised January 2024.
  • A Tenant Sponsor must sign the application, accepting responsibility for the applicant and confirming the access supports airport business.
  • Bring a copy of the driver's license, vehicle registration and proof of insurance, plus two forms of ID (one photo, one government-issued), and complete ACAA training.
  • Application fee $30 by check or money order to Allegheny County Airport Authority. Lost, stolen or destroyed badge replacement is at least $60, paid before reissue.
  • Gate access is requested by gate (East, West, Main, Pedestrian). The badge covers only the vehicles listed on the application.
  • Contractor badges are valid only at the assigned construction site until the contract closes.
  • Report employee status changes within one business day and return badges or keys within 24 hours. Renew up to 30 days before expiration; more than 30 days late means a full new application.
  • Wear badges above the waist on the outer garment in the SIDA.

Vehicles and ramp driving

  • No one may drive in the aircraft movement area unless in compliance with the Ground Vehicle Operations Training Manual.
  • Speed limits: 10 mph on aprons and ramps, 15 mph on Airport Road, 25 mph on runways and taxiways.
  • Construction vehicles near the movement area need flags or amber beacons, with beacons required from sunset to sunrise or in IFR.
  • Each mobile refueler carries a spill kit and two 20-BC or larger extinguishers, one per side, and tenant refuelers are inspected quarterly.

Training

  • ACAA training is required for a badge, and the badge form has a driver training box. ACAA posts a quick reference for its online training course.
  • Fuelers need Hazardous Materials Awareness (Level 1) and Operations (Level 2) training, Fuel Farm Interactive Employee Training and an Airport ID with a Fuel Farm Endorsement.

Washing and environmental rules

  • Cleaning must follow the airport Storm Water Pollution Prevention Plan.
  • Products containing phosphates are prohibited, and ACAA may inspect and ban cleaning materials.
  • Flammable or volatile cleaning liquids only in a designated, ventilated area with fire equipment and no-smoking signs; methods need Fire Chief approval.
  • No wash detergents, fuel or oil into storm drains or sewers without a separator, an industrial waste connection or ACAA approval.

Fees

  • Badge application $30; replacement at least $60 (2024 form). The older Rules and Regulations list a $40 replacement and a $20 late renewal charge.

Working under an FBO or tenant

Badges require a Tenant Sponsor, so a vendor without its own ACAA agreement appears to need an FBO or other tenant to sponsor its people. Routine maintenance in tie-down areas is limited to what the tie-down license allows.

What we could not confirm

  • The AGC Minimum Standards PDF and the AGC Rates and Charges PDF have no machine-readable text, so vendor categories, premises rules and fees on gross revenue could not be read.
  • Insurance limits for any vendor type were not found.
  • The AGC Rules and Regulations show no revision date; the file name suggests 2018-11-13.
  • Whether fingerprinting or an STA is required for AGC badges is not stated on the AGC form.
  • Whether mobile detailers or mechanics can work on a customer's request under FBO sponsorship without their own ACAA agreement is not confirmed.
