Morristown ties ramp access to airport tenants: every badge applicant must be affiliated with an airport lessee whose Badge Coordinator signs the application, so a vendor works through the FBO or hangar tenant it serves. Business use of the airport is limited to what the Rules and Regulations, Minimum Standards and an agreement allow, and the Minimum Standards were still listed as in progress. Badges are free to issue; replacements run $25 to $50.

At Teterboro, no one may sell services without the consent of the Port Authority, and TEB security rules are set separately by the Teterboro Airport Manager. We found no published TEB minimum standards or vendor insurance limits, so in practice access runs through the FBOs plus Port Authority ID and vehicle rules. Anyone driving on the AOA must complete Port Authority Airfield Driver Training.
