Anyone doing paid aeronautical work at Chicago Executive, including washing or repairing aircraft for others, needs a Commercial Operating Permit approved by the Airport Board before starting. The permit fee is $250 a month for most activities and $500 a month for services from companies that are not airfield tenants. The permit schedule asks for at least $1M per occurrence general liability, and vendors who drive airside need an access badge, a vehicle permit and the AOA driving class and test.

General aviation at Midway runs through two FBOs, Atlantic Aviation and Signature Flight Support, so a vendor's first stop is the FBO it will work for. The City of Chicago also runs a Certified Service Provider Program (CSPP) at O'Hare and Midway, and its insurance schedule for ramp and aircraft service providers calls for $20M general liability and $10M auto on secured areas. The public pages do not say whether the CSPP reaches vendors who only serve FBO customers, so confirm with the CSPP office (cspp@cityofchicago.org) before the first job.
