Airport vendor requirements in Florida
What vendors need to work at 11 Florida airports, summarized from each airport's published documents.
-
KBCT Boca Raton AirportBoca Raton, FL. BCT
Partly published
Boca Raton publishes no separate mobile vendor permit. Outside providers work under a written agreement with the FBO or maintenance tenant that brought them in, and they must meet the Authority insurance standards. Plan on $1M per occurrence / $2M aggregate general liability, $1M auto for any vehicle on the airfield, a $25 airport ID badge, and a ramp driving permit from one of the FBOs.
-
KFXE Fort Lauderdale Executive AirportFort Lauderdale, FL. FXE
Mostly set by agreement
The City of Fort Lauderdale requires every business working at FXE to register with the Airport Manager, and that includes independent contractors working for tenants. Mobile detailers and mechanics working for a tenant fall under the Independent Contractor registration and a separate 2017 insurance requirement. We could not read the insurance documents, so limits are not shown here.
-
KFLL Fort Lauderdale-Hollywood International AirportFort Lauderdale, FL. FLL
Partly published
Broward County Aviation Department (BCAD) publishes ramp rules for FLL but no vendor or SASO minimum standards that we could find. To drive on the ramp you need an FLL SIDA badge, the Ramp Driving Class and a BCAD AOA vehicle decal. The standout number is $5M combined single limit auto liability for ramp vehicles.
-
KMIA Miami International AirportMiami, FL. MIA
Partly published
Vendors at MIA apply online to the Miami-Dade Aviation Department (MDAD) for an MIA permit, separate from the General Aviation Airports permit, and need a signed service agreement with each customer. Expect a $1,000 non-refundable application fee, a $1,000 refundable deposit, and a 7% opportunity fee on gross revenues (3% for aircraft maintenance providers). The biggest insurance number is $5M auto for any vehicle used on the AOA.
-
KOPF Miami-Opa locka Executive AirportOpa-locka, FL. OPF
Published requirements
Vendors at Opa-locka apply online to the Miami-Dade Aviation Department (MDAD) for a General Aviation Airports permit, and the application will not be approved without a signed service agreement with a customer. Plan on a $500 non-refundable application fee and a $500 refundable deposit. The key numbers are $1M general liability with Miami-Dade County as additional insured and $1M auto for any vehicle used on the AOA.
-
KAPF Naples AirportNaples, FL. APF
Partly published
At Naples you deal directly with the Naples Airport Authority, which also runs the FBO (Naples Aviation). No one may do paid work on the field without prior written NAA approval and a lease or agreement, and a non-based provider must be announced to the Executive Director by the aircraft operator before arrival. Insurance must match what similar based operators carry with the NAA as additional insured, but the published standards give no dollar limits, so ask the NAA before quoting a job.
-
KORL Orlando Executive AirportOrlando, FL. ORL
Partly published
Every business providing an aeronautical service at ORL, including aircraft washing, cleaning and mobile maintenance, needs a permit agreement with the Greater Orlando Aviation Authority (GOAA). The standards have dedicated sections for mobile repair and maintenance and for cleaning, washing and detailing. Insurance limits are not published; GOAA sets them in each permit based on the services you propose.
-
KDJT President Donald J. Trump International Airport (formerly Palm Beach International)West Palm Beach, FL. DJT
Partly published
Palm Beach County requires an agreement with the County, an approved sublease under an operator that holds one, or a temporary permit from the Department of Airports before any paid work on the field. Mobile vendors brought in by an aircraft operator use the temporary permit path. The only published standards date from 2005 and set $1M general liability and $1M auto off the movement area ($5M on it).
-
KSRQ Sarasota Bradenton International AirportSarasota, FL. SRQ
Partly published
Any aeronautical service at SRQ needs a written agreement or a one-year permit from the Sarasota Manatee Airport Authority, and the Authority encourages specialized operators to sublease from an FBO. Insurance is high: $5M per occurrence general liability and $5M auto for vehicles inside the AOA, with the Authority as additional insured on a primary, non-contributory basis. Non-based (transient) operators may only work for based owners, FBOs or MROs that request them and may not solicit on the field.
-
KTPA Tampa International AirportTampa, FL. TPA
Partly published
On the general aviation side at TPA, any operator doing paid aeronautical work needs either its own agreement with the Hillsborough County Aviation Authority or a subagreement with an FBO that the Authority has accepted in writing; a non-based specialized operator with a short-term need can ask for a special use permit. Insurance types and limits are set by the Authority for each operator rather than published, and the certificate must follow Standard Procedure S250.06 (Authority as additional insured, waiver of subrogation, insurer A- VII or better). Badges cost $60 new or renewal through the Badging Office.
-
KSUA Witham Field (Martin County Airport)Stuart, FL. SUA
Mostly set by agreement
Paid work at Witham Field needs a written contract, lease or agreement from Martin County Airport Administration, plus a County business tax receipt. Washing falls under the Specialized Commercial Aeronautical Operator category, and the published standards are written for operators with leased facilities, so a mobile vendor should expect to work as an approved FBO sublessee or call Airport Administration first. Access badges cost $40 new and $30 to renew and need an FBO signature.
